In the England and Wales the main vehicle for implementing the requirements of the EU Energy Performance Buildings Directive is Part L of the Building Regulations governing conservation of fuel and power. Part L have moved away from the old elemental and calculated trade-off approaches to a “whole building approach”. There will be no set U-values (other than lower limits) for compliance. Instead, the whole building is assessed to arrive at an overall annual carbon dioxide emissions figure. The requirement is that the Building/Dwelling Emissions Rate (DER for housing – BER for other buildings) is significantly improved when compared with the Target Emissions Rate (TER) which is based on a notional building of the same size and shape which would have passed the previous Part L regulations.

Building Regulations

There are two separate methods for calculating BER and DER. The methodology for domestic buildings is the Standard Assessment Procedure (SAP). The methodology for domestic buildings is Simplified Building Energy Model (SBEM). At Carbon Plan we utilise, IES Environmental Solutions thermal modeling software to work through these calculations.

We offer SAP and SBEM calculations service as approved assessors in order to help clients develop designs, which will comply with Part L of the Building Regulations. As part of this service we will offer advice and recommendations in order to improve non compliant designs to meet Part L requirements as well as offering advice on cost effective solutions that will go beyond the regulations to develop exemplar buildings.
